How Did the Breach Occur?
Information suggests that Allegheny County files were breached in connection with all the other MOVEit data breaches that occurred in May and June. The breach occurred because the county was moving information with the MOVEit file transfer solution. MOVEit suffered a Zero-Day vulnerability that allowed attackers to access every file connected to the software solution. Hackers misused the vulnerability to steal information from hundreds of different companies. Allegheny County, PA, was one of the organizations damaged by the vulnerability and this long chain of data breaches.

Allegheny County officials filed a notice with the Maine Attorney General's office on July 28, 2023. According to investigations, the breach occurred on June 1, 2023.
